PFAS-free food packaging means fiber or film that fights grease and moisture without the fluorinated "forever chemicals" that regulators are now banning outright. As of 2026 you can't sell PFAS-coated food packaging in a growing list of states, and the grease-proofing chemistry that used to do the job quietly left the U.S. market two years ago. The replacements exist. They just behave differently. And you have to spec them on purpose, because the fiber underneath was never the thing keeping oil off your customer's lap — the coating was.

Fluorine made paper act like plastic. Take it away and paper goes back to acting like paper — which is exactly the problem you're now paid to solve.

I've watched brands treat the PFAS switch as a purchasing checkbox: find a supplier who says "PFAS-free," swap the SKU, move on. But here's the thing — fluorine-free isn't a single material or a single performance level. It's a category with real trade-offs, and the burrito that held together in a fluorochemical wrapper can absolutely soak through a starch-coated one if you pick wrong. So let's get specific.

What counts as PFAS in packaging, and who actually banned it?

PFAS are per- and polyfluoroalkyl substances — thousands of chemicals built around fluorine-carbon bonds so stubborn they don't meaningfully break down. In packaging they were used as grease-proofing agents on paper and molded fiber. That use is effectively over at the federal level: the FDA confirmed on February 28, 2024 that grease-proofing substances containing PFAS are no longer sold for food-contact use in the U.S., the end of a voluntary phase-out that began in 2020. The agency called it the elimination of the primary source of dietary PFAS exposure from authorized food-contact uses.

The states went further, and they're not waiting. California's AB 1200 banned PFAS in plant-fiber food packaging at or above 100 parts per million, measured as total organic fluorine, back on January 1, 2023. Illinois followed on January 1, 2026, when HB 2516 took effect and outlawed intentionally added PFAS in food packaging — including the pieces buyers forget, like coatings, closures, inks, and labels. Maine's rule lands next: the state's Board of Environmental Protection prohibits PFAS in plant-fiber food packaging as of May 25, 2026, with a carve-out for food and beverage makers whose national sales sit below $1 billion, and broader restrictions queued for 2032.

So the deadline isn't looming. It's here. If you sell into multiple states, the strictest rule sets your floor.

Why did grease-resistant paper need PFAS in the first place?

Because paper hates oil less than it hates admitting it. Fiber is a network of tiny channels, and grease creeps through them by capillary action the same way water climbs a paper towel. Fluorochemicals worked because they lowered the surface energy of the sheet below that of oil, so grease simply beaded up and gave up. Nothing else does that trick quite as cheaply or as thinly. Fluorine did the work. That's the catch every replacement has to answer.

Which PFAS-free materials actually hold up?

There's no drop-in miracle. There's a menu, and each option trades cost, performance, and recyclability differently. Four families cover most of what's shipping today:

  • Mineral and clay barrier coatings. A thin layer of clay or other minerals physically blocks oil migration instead of chemically repelling it. Good grease resistance, keeps the sheet repulpable, and it's often the closest thing to a like-for-like swap for lightly oily foods.
  • Starch and plant-protein coatings. Water-based films from starch, PVOH, or proteins give solid grease holdout and compost well, but they're more sensitive to hot, wet, high-oil loads. Fine for a pastry sleeve. Riskier for nacho cheese.
  • Wax and bio-based laminates. Traditional and plant-derived waxes, plus thin bioplastic laminations, deliver strong moisture and grease barriers — at the cost of compostability or recyclability, depending on the exact build.
  • Uncoated dense fiber and molded pulp. Some formats just use more fiber, tighter forming, and clever geometry to survive without any barrier chemistry at all. Cheapest to recycle. Weakest against standing grease.

How do you verify a supplier's "PFAS-free" claim before you buy?

This is where I see the most money lost, because "PFAS-free" on a spec sheet is a marketing phrase until a lab number backs it. The states don't regulate the phrase — they regulate total organic fluorine, or TOF, which a lab derives by measuring total fluorine and subtracting the inorganic share. Ask for the number, not the adjective. If a supplier can't hand you a current TOF result under the relevant state threshold, you don't have a compliant package. You have a promise.

One more angle worth a look: sometimes the right answer isn't coated paper at all. For saucy or high-oil products, a purpose-built pouch can outperform a barrier-coated fiber board, and fluorine-free flexible pouches sidestep the whole grease-through-fiber problem by not relying on fiber for the barrier in the first place.

What should you do before the next state deadline?

Start with an audit, not a purchase order. Pull every food-contact SKU, flag which states each one ships into, and match it against the strictest rule in that footprint. Then request a TOF certificate for every item that touches oily or wet food. The dry stuff can usually wait. The greasy stuff can't.

That said, don't over-correct into premium materials you don't need. A napkin doesn't need a laminate. The forever chemicals are leaving packaging for good. The grease isn't. Match the material to the food, get the fluorine number in writing, and reserve the heavy barriers for the messes that earn them. Do that and compliance stops feeling like a tax. It starts looking like a spec you actually control.
